Reparative Housing Justice Fund
Mission
The Carl E. Touhey Foundation seeks to undo the historic and continuing injustice and inequality created through redlining and discriminatory housing policies and practices that people of color, Black communities in particular, experience when attempting to purchase a home of their own.
Program
The Reparative Housing Justice Fund (RHJF) offers grants of up to $10,000 to assist Black, first-time homebuyers purchase a home in the City of Albany, and up to $5,000 if the home is purchased in the cities of Rensselaer, Schenectady, Troy or Watervliet. RHJF grants may be used to address a variety of financial barriers to homeownership, including down payment and closing costs.
Eligibility
RHJF grants must be used for costs associated with purchasing a home. Funds are intended for first-time homebuyers who identify as Black/African American. To assist those with the most need, funds are available to those with less than $40,000 in liquid assets, subject to verification. Application Process
To receive a conditional award letter valid for 60 days, please submit:

3. Mortgage Pre-Qual letter
4. Initial Loan Estimate
To receive a final commitment of funds, submit the Application, Picture ID and the following:
1. Fully signed purchase contract
2. Mortgage application (Fannie Mae form 1003)
3. Mortgage loan commitment
4. Preliminary Closing Disclosure
5. Outcome Report

Approved applicants will receive an award letter with further guidance regarding distribution of funds. AHP requests 5 business days’ notice of closing date to process and disburse funds.
